What is a PZEV?

Can someone please tell me what a PZEV is? I am feeling too lazy to look it up on Wikipedia. I noticed this term on the rental car I just got. It is not a hybrid, as far as I can tell. But it says it is a partial zero-emissions vehicle. Something is zero, or it is not zero. What is a partial zero? If it matters, the car I have is a 2008 Ford Focus.

A Partial Zero Emissions Vehicle is a vehicle that has zero evaporative emissions from its fuel system, has a 15 year (or at least 150,000 mile) warranty and meets SULEV tailpipe emission standards.

Partial Zero Emissions Vehicle is a vehicle that has zero evaporative emissions from its fuel system, has a 15 year (or at least 150,000 mile) warranty and meets SULEV tailpipe emission standards.

My Oddyssey does not require any emissions test for life. unlike some of the older vehicles which require emissions test before registeration each year/every 2 years or so.
