We seem to be talking about two separate things - my post was about male reactions to women in skimpy clothes which certainly does not include rape. As any shrink worth her salt would tell you, rape is hardly every about sex, it's almost always an exercise of power.
To reiterate, if you're wearing short shorts in public, you should be ready for catcalls and stares from random males in whose field of vision you may pass.
This is exactly what women dressing provocatively in public want. They're almost always seeking to shore up their sagging self-esteem - either consciously or subconsciously - from the male attention they get from their actions. Of course, at times, the response to other sagging items might be derisive but delusional women can be pardoned for thinking it's all appreciative.
It's a different matter what is provocative in one place might be passe in others, and is entirely driven by local culture. Short shorts meet the criteria in any society as of today. Five years from now, benumbed by endless images of skimpily dressed women, the bar (i.e. hemline) might get higher. At that point, we can all look back and say haha.

This is the key - you go to Puerto Rico and people will look at you if you're NOT wearing short and tight fitting clothes, which is the norm. Also, I think by a certain age, women know what clothes get attention and whether they want it or not.
But men have to know that catcalls, noises and whatever are just plain disgusting and not alluring at all - just quite disrespectful and more demeaning to themselves.
Unlike the woman wearing the short shorts, catcallers don't indulge in their behavior to allure or impress. They're just signalling their approval / derision at the body parts the woman has chosen to display. So your feedback to that community is quite wasted - they already know. Any hypocritical show of female disgust at that point would only add to their entertainment.
Well, since you agree that "by a certain age, women know what clothes get attention and whether they want it or not", it only follows that a woman who, armed with that knowledge, wears provocative clothes in public, should not then complain about the attentions.
